Europe breathed a deep collective sigh of relief on Monday, as the tension triggered by the presentation of a new 28-point plan for resolving the conflict appeared – temporarily – to have been stabilised. A American diplomat spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its retaliation: a renewed assault of rocket attacks on Kyiv.
The Pattern of Peace Talks and Military Action
The sequence of contrasting events captured the grim essence of the current period. By day, diplomatic battles are conducted: positive announcements are delivered from multiple capitals. Significant resources is devoted on managing specific proposals. By night, the Kremlin forcefully demonstrates the world that, for them, military action persists as the main instrument for achieving "settlement".
Nocturnal Warfare
As Russia's attack unfolded into the early hours of Tuesday, the present situation of Ukraine's defenselessness was exposed. Ukraine is able to track rocket firings from enemy soil, a ability provided through timely intelligence. From witness perspectives, Ukrainian air force fighter jets that had been dispatched to intercept incoming aerial threats streaked across the sky – sophisticated military planes supplied to Ukraine by NATO members.
Soon thereafter, Kyiv's missile defense engaged: defensive missiles fired to intercept a incoming threat. This was a modern interception technology at work, probably supplied through Western nations. Every launch jolts you unexpectedly, causing tremors. The brief panic quickly transforms into resigned acknowledgment: perhaps the incoming missile won't hit its mark this time, preventing destruction from devastation and another blackout.
Persistent Threats
Not long after, a large-caliber weapon fired at a unmanned aircraft in the vicinity, part of a mobile-fire group – most likely Western-made equipment. Sadly, the shots failed to hit the hostile drone – it continued its flight toward its objective.
Periodically, this continued until dawn. Kyiv greeted the daybreak reports: seven people killed, damage and heating outages in numerous residences as a result of the nocturnal offensive. As always, everyone still continued their routines – living the war. But those entire period demonstrated Ukraine's essential dependence on external assistance – a need that neighboring countries are evidently unprepared to fill in the near term.
Failed Diplomacy
The comprehensive proposal from US administration provoked deep reactions, controversy and profound anxiety – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have seen this script before, after previous diplomatic encounters and bilateral conferences.
Every new initiative from American administration adheres to the identical sequence: a negotiation push against Ukraine, which Kyiv, with other European capitals, manages to fend off. They manage the tension but never actually achieve victory. This pattern will, no doubt, endure.
Strategic Calculations
It is convenient to criticize specific actors of repeatedly advocating Russian terms. But that does not seem to be the entire situation. American leadership operates on a premise understood by experienced diplomats: you cannot achieve through diplomacy what you have failed to defend militarily. The White House assumes that it is impossible to compel Moscow to surrender the territory that it currently occupies in Ukraine's southern or eastern regions.
The issue is that while acknowledging this situation, US leadership does little to discourage Russia, through diplomacy or military means, from assuming that the current condition will not change more in its favour in the near future.
Conflicting Perspectives
Therefore, the Kremlin is convinced that the clock favors them – that Ukraine and its allies are coming close to fatigue. Their reason to sign a deal that does not give them the largest achievable advantage is close to zero. There may be multiple initiatives to end hostilities, but they will carry on as long as Russia's leader remains highly assured in the outcome.
On the contrary, Ukraine's government believes that Ukraine can still endure, gradually sacrificing civilians and areas but preventing a entire defensive failure until conditions improve in its advantage.
Existing Situation
Factually, there are no real preconditions for a armistice. Now, personal considerations are becoming relevant: personal goals to negotiate peace and obtain worldwide acknowledgment, and Kyiv's dual difficulties – on one hand, not to alienate a key ally, and on the other, to unite the population around the national cause against any initiative Kyiv finds unsuitable, so that their priority does not move to internal issues. And although their objective will now be considerably more difficult after current events, it remains highly unlikely that this will change their overall approach.
These opposing factors are driving the talks.
Assessment and Future
It took a mere seven days to eliminate the proposed articles of the current initiative. Forceful and unpredictable management of the matter by American leadership, opposition by Ukraine and the rest of Europe, along with pacifying measures of negotiators, and finally, recent disclosures, all did their job.
While new plans based on old ideas are forthcoming, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are based on Russian demands and demonstrate certain reluctance to alter the situation, if they stand together and improve their protective measures at a much faster pace. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the predictable period, mainly require sustained allied backing.
